An exact classical mechanics ECM that includes gravity is presented in full mathematical detail. It starts off with the assumptions of Euclidean geometry and universal time so that it is fully quantum compatible and so yields quantum gravity. Light, mass increase, and magnetic forces are measured from local frames of reference found from experiment so that all observers use identical values. The effect of the 'curved spacetime' that appears in general relativity is replaced by density variation in a background medium that is required for this approach. The theory yields predictions matching all the data just as well as gheneral relativity
