From 21 to 22 July 2004, in furtherance of Recommendation no 9 adopted at the expert meeting, the General Secretariat hosted the First Working Group Meeting on Genocide, War Crimes, and Crimes Against Humanity, in Lyon. Fourteen delegates from twelve countries and two international organizations participated in the discussions and made recommendations concerning ways to address the needs identified at the expert meeting. The recommendations included the increased use of Interpol databases, the preparation of a best practice manual, and identification of points of contact in member countries.


On 7 October 2004, the General Assembly adopted Resolution number AG-2004-PRES-17 which recommended that, within the limits of national and international law, ICPO-Interpol member countries should cooperate with each other and with international organizations, international criminal tribunals, and non-governmental organizations as appropriate in a joint effort to prevent genocide, war crimes, and crimes against humanity, and to investigate and prosecute those suspected of committing these crimes; asked the General Secretariat to assist member countries in the investigation and prosecution of these crimes; and asked the Secretary General to bring the present resolution to the attention of the appropriate United Nations authorities and other international organizations.


The General Assembly Delegates also authorized an accord to be signed with the Office of the Prosecutor of the International Criminal Court to improve co-operation between the two organizations in assisting the fight against transnational crime and upholding justice. The agreement will also allow the International Criminal Court access to Interpol's communications network and databases.

The General Secretariat is expanding its role in providing international co-ordination and support for law enforcement agencies in member countries and international organizations responsible for the investigation and prosecution of genocide, war crimes, and crimes against humanity.

Interpol has been supporting member countries and the ad hoc International Criminal Tribunals in the location and apprehension of criminals wanted for genocide, war crimes, and crimes against humanity since 1994, primarily through the publication of Red Notices and the provision of other investigative assistance. However, many countries have recently expanded their activities in this field, and have established specialized units dedicated to the investigation and prosecution of these offences regardless of where they have occurred.

From 23 to 25 March 2004, General Secretariat hosted the First International Expert Meeting on War Crimes, Genocide, and Crimes Against Humanity in Lyon, France. Ninety three delegates and observers from 39 countries and international organizations attended this meeting. Over the course of three days, the delegates viewed presentations and participated in discussions aimed at identifying the needs of the member countries and international organizations with a view towards improving coordination and information sharing. The decision of Hillary Clinton's presidential campaign to send 100 or more new staffers into Iowa demonstrates that she and her aides have determined to their own satisfaction that she can cripple Barack Obama in the first-in-the-nation caucus.

Iowa is the only state where current surveys show Obama to be within shooting distance of Clinton. In late August, Clinton took a small lead of 5.2 percent in a poll of likely Democratic caucus goers. That lead, the smallest Clinton holds in any early primary or caucus state, has held up through seven of the eight most recent polls, increasing the willingness of the Clinton team to gamble on a new offensive. The Obama campaign has already described the January 3 Iowa contest as a must-win event. Clinton's burst of hiring is a declaration that she intends to go for a knockout punch.

There clearly is some risk for Clinton in this strategy: if her campaign is perceived as laying down the gauntlet in Iowa, a defeat would become all the more damaging. Clinton aides remain unwilling to discuss the significance of the upgraded Iowa staffing, resolved to dodge high expectations.
Until now, Clinton has pointedly maintained a comparatively low-key Iowa operation, spending substantially less money than Obama on in-state television, and maintaining a smaller contingent of local campaign workers.

Clinton's calculatedly discreet Iowa staffing commitment was designed to provide the candidate with cover in the event of a loss. Her slim advantage in Iowa polls now allows her to adopt a more aggressive strategy. The campaign hopes to do much of the new hiring on Sunday and Monday.
As recently as a month ago, Obama's campaign acknowledged publicly that Iowa would be crucial to the viability of the Illinois Senator's drive for the White House. "Iowa will make the difference," Michelle Obama said campaigning in Davenport on September 26. "If Barack doesn't win Iowa, it's just a dream, but if we win Iowa, then we can move the world as it should be."

Likewise, Obama's manager, David Plouffe, told the New Republic, "Iowa: that's the whole shebang."

Now, in the spin wars, Obama operatives contend that Clinton is the candidate who cannot afford to lose.

"She's in a tough spot, she needs to win Iowa, and every state, or her aura of inevitability is shattered," said Obama spokesman Bill Burton.

At the moment, Clinton holds double-digit leads in every state that hosts an early caucus or primary -- except Iowa. There, an average of the five latest polls shows her with 28.8 percent to Obama's 23.6 percent and John Edwards'

I am praying a lot that soon money will be very much with me. I would love to represent all the stadiums and fill them up with fans. The tickets for these games will be free since I will be purchasing all the tickets and giving them away using radio shows like WFAN and WEEI to begin with.

The vendors will make money though. I think Bob Kraft and other owners as well would like the idea of me taking over the high costs of filling stadiums so they as owners can address these blessed and talented players and handling it in a manner that is acceptable to the player and his/hers family for the fans and for our nation and God himself.

Bill knows that pretty well. He was a defensive assistant with the Giants from 1979-1990. He saw Gibbs' Redskins up close and personal during Washington's reign. He also knows that despite the new NFL, Gibbs has
adapted pretty well "They are a much more multiple team than the Redskins were back in the '80s when I was with the Giants, where they really only had two running plays and they didn't do a whole lot of things, they just did them very well. They're much more multiple now."

When the manager came by with our check, he said, "Look, I'm sorry she's here, but I have to serve her." The staff were clearly appalled when they realized who was in their midst. Did Hitler eat kosher food even as he worked out the final solution?
Remember those "we reserve the right to serve anyone" signs? I assume they are for real. Had it been my restaurant, I would have sent her away, not allowed her to enjoy the life she craves. On the other hand, we have to wonder why Ann Coulter feels so comfortable among the gay men she hates. Clearly, she's just a hypocrite, saying outrageous, inflammatory, dangerous, un-Christian words simply to make enough money to pay for dinner in, well, West Hollywood.
Ann Coulter had nothing to say last night because anything she could conjure would have been too absurd. So she ducked her head, embarrassed at being caught where she most likes to be, hoping to disappear. Ann Coulter is a coward who uses evil speech in the safety of a studio to make money. She obviously does not even believe the obscenities she hurls at America, a country she says she hates.

How many adolescents in mid-America have heard Ms. Coulter saying they are "faggots," subhumans who should die, just so she could eat dinner at a gay-owned establishment and pay with blood money? How many lives have ended so that Ms. Coulter can giggle and guzzle in West Hollywood?

I do not believe in bothering famous people when they are out in public. But Ann Coulter created her fame and fortune by cultivating a persona of hate. She has to be called to account. Next time, I hope the folks at Murano or any other public establishment will just say no to the Ann Coulters of the world. Let Ann Coulter eat her own cooking. I doubt she can stand the taste of what she dishes, but it's worth letting her try.

When the Washington Redskins and New England Patriots face off this afternoon in Foxboro, it will be historic. For the first time, two head coaches with at least three Super Bowl titles will face off against each other.

"I was going to have a few comments on the other Democratic presidential candidate, John Edwards, but it turns out that you have to go into rehab if you use the word 'faggot,' so I'm - so, kind of at an impasse, can't really talk about Edwards, so I think I'll just conclude here and take your questions."

Now, the last I checked, most gay people, including me, do not think the term "faggot" is endearing.

Notorious people have the right to dine where they please. I also think that they have to eat their own cooking. It's quite simple, really. If a person makes her money by being famous and that person has an addiction problem, she has the right to privacy to solve that problem. But if she proclaims her sobriety to get out of jail and then shows up at a bar, she has to expect that her public might inquire as to her truth. You can't have it both ways: sober for the police and the press; publicly drunk for real. In time, you are caught in the lie. It's one or the other, fame or privacy.

Clearly, Ann Coulter was caught in a lie. There she was, burbling like a fountain about her interview on Donnie Duetsch's show in which she says Jews should be Christians, completely at ease in the heart of the gayest city on the planet. She was a natural with the gay men who surrounded her. She enjoyed the fawning attention by her two not so masculine male escorts, clearly in her milieu.

Ann Coulter: On the Gay Circuit in West Hollywood

We had dinner last night at Murano, a new West Hollywood restaurant, owned by gay circuit party promoter Jeffrey Sanker, and lesbian night club owners Robin Gans and Sandy Sachs. It's a visually stunning space, straight lines, whites and reds accented by brilliant Murano glass chandeliers (hence the name of the restaurant). It's right at home within eyeshot of West Hollywood's Pacific Design Center, clearly appealing in a neighborhood of gay clubs, bars and restaurants.

Toward the end of dinner, one of my companions insisted that the painfully thin, emotive, long blond haired thing in a small black dress with nearly exposed bosoms was none other than Ann Coulter. I did not believe him. Why would Ann Coulter, who hates homosexuals, go to dinner at gay ground zero? Why would she spend her hard earned gay-bashing royalties to enrich Jeffrey Sanker and otherwise support gay-owned businesses?

But sure enough, he was right. I could not tell if she was dining with people she hates or just demonstrating that she's a fraud who says whatever she must to sell books so that she can live the gay urban lifestyle. Based on her behavior last night, I am sure it is the latter, although based on her table mates, it could be both.

Verizon turned off my phone and Davida basically kicked me out and I
have seven cents. I am blessed.I have Christ, Jane,
