Just as the U.S. was obsessed by Vietnam, so too the White House became transfixed by the wave of domestic protest that swept the country. On June 5, 1970, President Nixon called in J. Edgar Hoover of the FBI, Richard Helms of the CIA, and others from the military intelligence agencies. He charged them with getting better information on domestic dissenters, and directed them to determine whether they were subject to foreign influence. After a series of meetings throughout June 1970, a special report was prepared for the President. It set forth several options which ranged from the innocuous to the extreme, from doing nothing to violating the civil liberties of American citizens. In a memorandum, White House aide Tom Charles Huston recommended the extreme options to the President. These recommendations have become known as the Huston plan. The President approved the plan, and it was sent to the FBI, the CIA, and the military intelligence agencies for implementation.
