South African City Planning in a Post Apartheid Era

The aim of this paper is to outline the legacy of Apartheid planning and then show the major policy approaches adopted by the South African government over the last ten years in an effort to reverse the effects of Apartheid and establish a developmental approach to urban planning that seeks to provide basic standards of living to all those who live in South Africa. A brief overview of Apartheid planning law will be given in order to demonstrate the fragmentation Apartheid planning caused in the urban areas and the associated rural hinterlands. Next, an overview of national legislation will be presented in order to demonstrate some of the major principles that the government has adopted in order to promote integration and provide basic services to its citizens. Finally, a case study of the planning efforts in Buffalo City municipality will be given in order to demonstrate local polices the municipality has adopted in order to implement the national framework of integration and service provision.
