    "The Fear Factor" Mr. Barker, You have certainly introduced some interesting scion-political arguments which have validity in addressing the problem of crime. I focus my comment on the economic aspect of the issues raised. On the NRT, I have a fundamental problem about this and any other proposal on institution building. I strongly believe that unless we get our macro policies right to increase economic growth and jobs, new institutions cannot succeed. This brings me to your proposal re debt limits. This I entirely agree with as I have taken a similar position in my book. But, we need to go further and restrict advances from the Bank of Jamaica to some prescribed limit related to budgetary receipts. The importance of these two measures are that they will effectively force Government to act prudently and hopefully focus more on the social and educational development of the country instead of excessive borrowing for massive projects.
