in the evolution of a community, there comes a point where the decisions of the past, the conditions of the present and the prospects for the future converge and an approach to maintaining and enhancing the social, economic and environmental prosperity of a community must be addressed. The Fifth Ward of north Saint Louis, Missouri has reached this all-important crossroad. With development pressure moving north and internal buy-out and development pressure rising coupled with a lack of city funding and support, the community must assess its resources and the role it will play within the larger framework of the Saint Louis Region.
This document proposes a system of connected spaces that connects the eight neighborhoods, the open spaces and the people of the Ward and boldly proposes the rehabilitation of the Near North Riverfront neighborhood into a regional mixed-use destination.
