The outlined steps are fairly common but the execution often fails. If you ever wondered why can't you get anywhere with the telephone representative of your local utility company - it is precisely because this simple method was not followed, and they got a bunch of high-school kids to answer phones at $6 or $7 per hour. There is no way you can have any meaningful telephone operations center without following these simple steps. Naturally every step, in itself, is just a beginning of a process, and all steps perforemed properly can and will lead to a successful operations center.
