This study explores the potential of a structural platform (cap) to enhance the capabilities of Portland’s Brooklyn Rail Yard while increasing safety and reducing environmental and community impacts. The designs seek to provide development space for expanding rail capacity and related activities and to reduce/eliminate conflicts between rail and non-rail uses. Capping projects have been successfully employed in Duluth, Barcelona, and Seattle. This study explores the option of caps to address the specific conditions of private freight rail facilities. Stakeholders will identify the needs and impacts of freight rail at the site. Consultants with expertise on these impacts will be interviewed and precedents for will be identified. Additional study of sites within the yard will illustrate the impact of the proposed solutions. A master plan will be generated reflecting input from stakeholders, consultants, and precedent investigations.
