After reviewing the last century of immigration law, Falit goes on to present a morally and economically based lens for analysis. Falit then uses this lens to analyze recently implemented immigration policies, focusing largely on the era following IRCA. In the last chapter, Falit proffers well-reasoned policy recommendations.
