The purpose of this grounded theory study is to provide an in-depth analysis of China’s anti-satellite program, the conditions which may lead the People’s Republic of China to utilize the weapon and effective countermeasures for continued U.S. national and space security. Using a qualitative research methodology, this study has revealed that China’s development of an ASAT program is based on a perceived need for a weapon to offset a technologically superior, space-dependent opponent. The deployment of an ASAT weapon by China’s decision makers against U.S. space assets would likely occur during as an increased perception of U.S. commitment to intervene in a future military engagements led by the PRC in the midst of reduced political and economic cooperation between the U.S. and China. This research proposes a number of substantial predictive, responsive and recuperative countermeasures to negate the threat.
