Oregon is one of a few states using commercial truck weight-mile tax (WMT). The Oregon Dept. of Transportation (ODOT) developed a system for simpler WMT collection. The Truck Road Use Electronics (TRUE) system includes a smart phone application to collect Global Positioning System (GPS) data. This surpasses other GPS data due to its level of geographic detail and potential to integrate trip origin and destination, vehicle class, and commodity data. This research evaluates the accuracy of TRUE data and demonstrates its use in freight modeling, performance measures, and planning applications. The use of data for highly accurate trip-generation rates and mobility performance measures is demonstrated. TRUE data has strong potential in measuring safety, accessibility and connectivity, system condition and environmental stewardship. The potential for use in emissions estimates including speed profiles and truck type is examined. Integration with weigh-in-motion data will vastly improve emission estimate accuracy.
