As a newscaster in Portland, Maine, Apex O'Neil is obsessed with the grandeur of the 1980's and bored by the lack of exciting things to report on, he uses his ego as the moral reasoning to create excitement. Sex crimes, rock and roll, poisonings and drugs are all tools for him as he tries to win the holier-than-holy Nibs Dairy Award and track down the kidnappers who took his daughter.
