The Pan American Airway's foreign agent had landed in Ottawa two days earlier for a meeting with high level Canadian Government officials. A month before his death, Winslow had been in Newfoundland, the most important country, in terms of strategic value to aviation, in the world, with Charles Lindbergh, as the pair continued their mission was to secure air rights, essential to continental defense and the development of international civil aviation over the North Atlantic.
