The article explores the origins of modern democracy, focusing on the contribution of Hugo Grotius as progenitor of classical liberal democracy. The alternative form of democracy, progressive or radical democracy, is seen as springing from Jean-Jacques Rousseau and, in line with the analysis of Alexis de Tocqueville, this form of democracy is seen as inheriting and maintaining the tradition of royal absolutism.
