The Building BRICS of the International Economy: A Constructivist Analysis of the Emergence of the BRICS Countries

The collection of states known as the BRICS, Brazil, Russia, India, China, and South Africa, has been the topic of much scholarly discussion since they were first joined by a Goldman Sachs economist in 2001. Since then, scholars have debated the nature of the BRICS in terms of their economic power, their ability to upset the international balance of power, and their capability to form a united front. From a constructivist perspective, this paper closely examines the communiques of the annual BRIC(S) summits to find patterns of anti-Western sentiments, as well as pro-BRICS convergence and emergence. Tying these together and positioning them within the context of international political events since the Global Financial Crisis, the paper concludes that the BRICS have adopted a great measure of soft power and seek to use this, not to overthrow the United States as the global hegemon, as some scholars assert, but to create a more equitable and representative system of global governance.
