Some of the dominant issues were: a rapidly growing student population that was becoming more diverse and the need to provide a more diversified faculty and district administrators. The Milwaukee City School System was also in district court defending itself against a de jure segregation charge. A much-needed increase in the financing of the school system was legally prevented by mileage limitation, resulting among other problems, a noncompetitive salary schedule.
