The research team analyzed existing policy frameworks around transportation, land use and climate change, outlining the statutory context around plans and actions within state agencies and metropolitan planning organizations (MPOs). The research team used content analysis to analyze existing plans under these agencies, and conducted interviews with over 40 stakeholders to evaluate strengths and weaknesses of state approaches. The research team assessed the existing policy framework within the case study states and offers recommendations for improving existing frameworks. Finally, lessons learned from these four states can inform other states attempting to reduce GHG from transportation.< Less

One of the toughest challenges keeping DOTs and MPOs from adopting comprehensive measures in the decision process is the lack of performance measures allowing consistent comparison of multimodal performance over time and across geographic areas. This project advances a transportation cost index (TCI) initially proposed by Oregon DOT from a proof-of-concept stage to implementation and operational use at the state, MPO, and community levels. After pilot tests and early adoption in Oregon, we test TCI with varying data sources available in different states and make the software more user-friendly. Working with communities in Florida and Utah, we will test and apply TCI to regions in Florida and Utah and compare the patterns of TCI across Oregon, Florida, and Utah.< Less

This study examines the programs and policies in the Salt Lake City and Denver regions to examine regional vision influence on local planning and the opportunities and constraints facing centers. The research team analyzed local plans over the past several decades, interviewed planners, and examined demographic, land use and transportation characteristics in select centers across the region. We found that the regional vision had a moderate influence on local planning, due to vague definitions and criteria. However, light rail investment and market forces have had a more substantial influence—resulting in cities developing supportive transit oriented development policies.< Less

More > issues like air quality, public health, and the smart allocation of infrastructure. This report describes an innovative method to integrate walking activity into trip-based travel models. Using data for the Portland, OR, metropolitan area, the method applies trip generation at a new micro-scale spatial unit: a pedestrian analysis zone (PAZ). Next, a binary logit walk mode split model estimates the number of walk trips generated. Non-walk trips are aggregated up to transportation analysis zones (TAZs) for destination choice, mode choice, and traffic assignment. This method improves travel models’ sensitivity to walking influences, and it could operate as a standalone tool for rapid scenario analysis. Care must be taken when applying this method with respect to scalability, forecasting, and operational challenges.< Less
