The U.S. military and national security community lost interest in insurgency after the end of the Cold War. Other defense issues such as multinational peacekeeping and transformation seemed more... More > pressing and thus attracted the most attention. But with the onset of the Global War on Terror in 2001 and the ensuing involvement of the U.S. military in counterinsurgency support in Iraq and Afghanistan, insurgency experienced renewed concern in both the defense and intelligence communities. In this monograph, Dr. Steven Metz, who has been writing on insurgency and counterinsurgency for more than 2 decades, argues that this relearning process, while exceptionally important, emphasized the wrong thing, focusing on Cold War era nationalistic insurgencies rather than the complex conflicts which characterized the post-Cold War security environment. To be successful at counterinsurgency, he contends, the U.S. military and defense community must rethink insurgency.< Less

Insurgency-the use of protracted low intensity violence and political warfare against a government―has been one of the most pervasive and strategically signifi cant forms of asymmetric confl... More > ict for the past century. In some instances, it actually has succeeded in overthrowing regimes or forcing occupying powers to withdraw from a state, thus redrawing the strategic landscape and altering the course of history. Few other forms of asymmetric confl ict can make this claim. Just as HIV is a particularly dangerous pathology because it integrates with other diseases, insurgency tends to meld with other forms of confl ict, be they terrorism, ethnic struggles, separatism, class struggle, ideological confl ict, narcotraffi cking, or other forms of organized crime. This makes it both a complex and a particularly dangerous opponent, always challenging to the strategist who must deal with it. The United States is once again challenged by insurgencies, this time connected to the Global War on Terrorism.< Less

Understanding how insurgencies may be brought to a successful conclusion is vital to military strategists and policymakers. This study examines how past insurgencies have ended and how current ones... More > may be resolved. Four ways in which insurgencies have ended are identified. Clear-cut victories for either the government or the insurgents occurred during the era of decolonization, but they seldom happen today. Recent insurgencies have often degenerated into criminal organizations committed to making money rather than fighting a revolution or into terrorist groups capable of nothing more than sporadic violence. In a few cases, the threatened government has resolved the conflict by co-opting the insurgents. After achieving a strategic stalemate and persuading the belligerents that they have nothing to gain from continued fighting, these governments have drawn the insurgents into the legitimate political process through reform and concessions.< Less
