In August 2010, one woman got up the guts to carry a doghouse and chain to the Pennsylvania Capitol steps and chain herself in support of a law for chained dogs. Not knowing if she’d be arrested, ignored, or ridiculed, she did it anyway for the dogs who have no voice and whose needs are being neglectd by those with the power to make chain-ge in their lives. This is her story, and the story of the 54 days she and others who stood beside her spent chained at the bottom of the Capitol steps in Harrisburg, Pennsylvania.
