Tom Harley was born and raised in Philadelphia, educated in its public schools, and earned three degrees at the University of Pennsylvania. He has lived in Northern California for the past thirty-five years. He is married, and the father of four children. Tom has worked for the Government as a cryptanalyst; served as a Private in the peacetime Army; been active in grassroots politics, both as a Republican and as a Democrat; been elected and served as a Judge of Elections; been Commissioner of a youth football league; performed applied research on artificial intelligence and digital communications; participated in the creation of state-of-the-art information processing systems for the Government; been awarded two patents; and finished his career consulting at a Silicon Valley dot-com start-up company.
