In the future, the federal prison system becomes segregated and every inmate is psychologically evaluated. The ones deemed mentally insane are then put into State run Asylums. Decades of escalating costs force the government to sell the institutions to a soulless corporation who capitalizes on an imminent recession. With the governments hands tied the corporation begins pharmaceutical experiments on the inmates. After years of unregulated research, investigative reporter Tom Mills is sent on assignment to investigate the Asylums.
