The book "The First Police Officer of Russia" is dedicated to the first police master of Russia, the man who laid the foundations of the rule of law of the Russian Empire, Count Devier. Despite many years of service, one has to learn about his biography and activities mainly from jokes, collections of tall tales and outright lampoons. Few scientific papers cover only a small part of his activities and do not allow to cover it entirely. This book answers these questions. The second volume "Anton De Viere and the creation of the Russian police" tells about the work on the creation of the Russian police, the construction of the capital of the Empire, the city of St. Petersburg, includes documents related to the activities of the Police Chief General.
