
The Danish author served as a Senior Law Faculty Advisor at the University of Tirana, Albania for 7 months, a sojourn that inspired her to write this description of the situation and the future perspectives for institutions of higher education in Albania as it looked through her eyes after her return to Denmark.
The paper content a brief description of Albanian society following the first 10 tumultuous years after the change of system, followed by an account of the status of legislation and management within higher education. Financial management, admission and appointment procedures and study conditions are examined as examples of problem areas for the universities. Finally the author comment on some existing and planned cooperation projects between Albanian and western universities.
