There is no quick fix to establish integrity systems in modern democracies. Integrity systems are culturally bounded and dynamic. For that reason, the author, with the help of the internet, listened to experimented public officials in expressing their opinion, aiming at reviewing personnel structures and policies toward better governance. The basic assumption of this study is that the results of an ethics-based survey will shape the starting point for the implementation of a strengthened work environment based on principles and values, and internalized in a common understanding. Reform ideas, aimed to strength anti-corruption mechanisms, have been tested throughout the world and experiences are rapidly exchanged so as to determine best practice. A positive approach intended to inspire anti-corruption relates to prevention. For the first time, qualified civil servants were surveyed about principles and values as part of a daily job.
