Albert Einstein referred to the Fizeau (and also Zeeman) results as supporting the validity of the Lorentz Transformation. This was of importance in relation to the Special Theory of Relativity. It is shown that there is an alternative approach employing a relationship developed from first principles, within and between stipulated frames of reference. The approach is logical, uses basic laws of physics and is at least equal to that determined by, or inferred from, Fizeau's experiment. The limitation of Fizeau's relationship to that of an approximation valid only for low liquid velocities, relative to the speed of light, is avoided by the proposed new approach.
