European Policy Instruments Beyond Networks and Structure: The Innovative Medicines Initiative

This is a PhD thesis analysing European policy instruments in the area of research and innovation. I have used the case of the Innovative Medicines Initiative, established to stimulate innovation in the area of biotechnology. The suggestion is that instead of aiming for "integration" and "platformisation" of Europe, policy should be focussing on how agents use knowledge to create commercial products. This focus on agency will give Europe a competitive edge.
