He has been dormant up to that point of the war, when he comes up with his own plan to go to the Bureau of Engraving and Printing in Washington D.C. and steal the printing plates for U.S. currency. When he learns how closely he has been stalked and nearly caught by Leopard, Leopard’s own daughter becomes Der Tiger’s next target.
