The Ohio Board of Education broadened the scope of determining caseloads for special education services through an amendment to rule 3301-51-09; the amendment enabled LEAs to develop and implement plans for the calculation of service provider ratios, as long as the ratios comply with the caseload ratios within the current rule. The Crestview LSD Caseload Ratio Committee created a two-pronged approach to address the issues of efficient and effective service delivery to K-12 students with special needs. The committee created a ratio system that can be used for both teachers and therapy providers taking intensity of student needs and workload factors into consideration. Instruments were developed to determine the intensity of student need in relation to provider workload based on service delivery models and, if applicable, other factors such as travel time, etc. The model includes a comprehensive system of quality measures to ensure improvement in efficiency, effectiveness, student and stakeholder satisfaction.
