God, the Lord, is the one who speaks beforehand and fulfills what He has spoken. In God's way, the word always precedes and then becomes substance or comes to pass. This is a principle that the Holy Scripture teaches in an unequivocal manner to all who desire to hear it. As the Holy Scripture says, "In the beginning was the Word," it is always the word that exists first. Since the word is the primary means by which God brings things into being, it is customary for the word to be present first when an issue arises. The Lord speaks into nothingness, calling things that are not as though they were.
