Travel-time variability impacts road network performance. It measures the temporal uncertainty experienced by users moving between two places. Travelers consider this uncertainty in their route selection. This choice takes into account travel-time variability, characteristics of the traveler and the roads. Decisions are based on not only the attributes, but also on travelers' previous experience. In the past few years, analysis of these choices to fluctuations in travel-time variability has become a central topic in transportation research, based on theoretical approaches built on Wardropian equilibrium, or empirical formulations using Random Utility Theory. This report focuses on travel behavior of commuters using I-394 and the swapping (bridge) choice of commuters crossing the Mississippi River in Minneapolis. The information here is based on GPS data and surveys and uses two distinct approaches to analyze the choices of two sets of subjects in the Minneapolis-Saint Paul area.
