TerrorList Formula: An Alternative to List Terrorists and Measure Terrorism

TLF is a blueprint and by no means limited to a book. The implementation aspect is of paramount importance. In brief, the TerrorList formula is designed to be implemented at government level. It is not only confined to those nations experiencing terrorist threats but can be adopted as a universal counter-terrorism measure to avoid future threats. As such, the TLF will no doubt fill in the gaps that past terrorism studies failed to realize. On ground level, for TLF to be implemented successfully a group of experts should be appointed to set up a research center in each country to carry forth the task where relevant policy makers can pass it as a universal agreement to completely ban terrorism and all related activities.
