Fin must capture a sadistic psychiatrist who has hypnotized his daughter into committing suicide. 5 decapitated teenagers who were also eaten and dismembered have been dumped in Jersey City as a message for the corrupt Mayor. The Mayor is leaving town and has put Fin in charge of the cannibal issue, fearing it is a werewolf. Fin also has a crackhead who has rented his dealer's gun stalking him for personal, psychotic reasons.
