This study poses that innovation is no longer a process internal to a single organization, it is a joint activity of multiple organizations and individuals. The inter-organizational nature of innovation is described while theory on open innovation is developed. Specifically, this paper discusses Communities of Practice as an organizational form for inter-organizational innovation. It concludes that a Community of Practice needs to incorporate traditional market parties as well as traditionally non-market parties to realize knowledge sharing in a setting of “facilitated chaos”.
