
Redistributing Funding to Improve Efficiency, Accessibility and Equity: An Evaluation of the Belize Secondary Education Reform Project
A review of the Belize Secondary Education Reform Project utilizing Haddad & Demsky’s Policy-Planning Framework. This paper finds that although sufficient political, financial and public support is in place to assist the Reform’s success, that vital areas have been inadequately addressed at both strategic and operational levels. These include a failure to address labour market needs; inadequate addressing of non-financial barriers and indirect costs; insufficient measures to maintain quality; delayed implementation of school performance bonuses; failure to improve the Education Management Information System; insufficient implementation of measures to address school inequities; failure to increase transparency and accountability of school financing; failure to ensure ongoing public engagement in the Reform process.
