The U.S. Secret Service training manual defines “Advance” as the “security activities and arrangements made prior to and in connection with the visit of a principal to a given area.” CHANCE GOVERNS ALL explores the tactics and strategies for a high level protective detail, and the value of advance planning in setting up safe environments.
When Missouri Governor William Ulysses Stovall and his wife attend a conference in Montana, they plan a simple hike to Hidden Lake in Glacier National Park. Stovall’s security team, led by Lieutenant Kacey Underwood, weigh the hazards they face and implement a plan to keep them out of harm’s way. But CHANCE plays a role in the equation. The ability of Underwood and her team to keep Stovall safe will depend on the advance work done before he arrives, as well as their training and abilities.
