The memoranda that make up this report were prepared in fulfillment of a request by the Bureau of Aeronautics of the Department of The Navy put out in the wake of the loss of the ZRS-5 USS Macon. They cover topics from the makeup and duty posts of the crew, the operation of the ship's eight engines, the operation of the airship's heavier-than-air units and its sub-cloud car, tactics employed in scouting, and procedures for ground handling.
In addition, there is a complete listing of every flight the USS Macon undertook, along with those scheduled but not carried out, along with detailed reports covering plans to outfit and train aboard-ship gunners, future possibilities for airplane- and airship-borne bombing, along with a host of further recommendations made for the follow-on ZRS and ZRCV ships that never materialized.
