When a local reporter inadvertently photographs bloodstains on a luxury yacht in Penzance Harbor, it is revealed that it had been found drifting lifelessly in the Atlantic. This discovery quickly captures the imagination of the national press. In response, Revenue and Customs agent, Simon Jenkins is called to the Royal Naval Base in Portsmouth to meet with Vice Admiral Wilkinson. The meeting reveals a shocking secret that turns Simon’s world upside down as he finds himself leading the reformed Preventive Service.
