Texas Political Ethics Law & Practice — Volume II: Campaign Finance — Money & Reporting is the second installment of a four-volume treatise on the Texas ethics regulatory framework, and the most comprehensive single-volume treatment of the Texas campaign-finance system available. The eight chapters track the way these issues arise in compliance counseling, from Title 15's basic architecture through the granular reporting requirements that drive most enforcement. Volume II opens with the general architecture of campaign finance — campaign-treasurer appointment, the political-committee taxonomy, and the periodic-reporting calendar. Subsequent chapters develop the contribution-limit structure (judicial limits, $5,000 thresholds, aggregation rules across related contributors); the prohibited-contributions regime (corporate and labor restrictions, foreign-national prohibitions, intermediary rules); the personal-use prohibition and the personal-fund reimbursement framework; expenditure reporting; and the disclosure requirements that interact with the foregoing. A statutes-and-rules chapter collects the principal Title 15 provisions and the Commission's implementing rules. The volume closes with 210 sworn-complaint enforcement orders, organized by treasurer-appointment defects, itemization and expenditure-reporting failures, prohibited-contribution categories, and civil-penalty payment orders. Every chapter integrates the relevant Texas Ethics Commission advisory opinions, sworn-complaint orders, and rule guidance. Each opens with a statutory synthesis and closes with the Commission's interpretive guidance. Four appendices provide a per-volume index of advisory opinions, an index of sworn-complaint orders, a methodology disclosure regarding the AI-assisted compilation, and a subsequent-history table. Designed for practitioners advising candidates, officeholders, political committees, treasurers, corporate and labor-organization contributors, and party committees; for in-house counsel; for academics and researchers; and for the candidates and treasurers themselves who must comply daily. The four-volume work compiles and analyzes 2,049 advisory opinions and sworn-complaint orders from the Texas Ethics Commission. Volume II contains the campaign-finance portion; companion volumes address public-servant conduct and lobbying (Vol. I); judicial ethics and late-filing enforcement (Vol. III); and political advertising and disclosure enforcement (Vol. IV).
