The dysfunction of the medical staff and those left in charge, handcuffed by the ever-changing CDC guidelines, only bred a far more dangerous environment for the inmates housed there. While the warden tries to decide which is more important, CDC procedures or prison policy & security, the gang disputes, racial conflicts, and dead bodies, do not make the decisions any easier.
