Who is Cepheus?

Cepheus, a lost soul whose head sears in pain whenever he thinks too much, has a peculiar love for gardens,yet he has only ever gazed up them from inside his home. He was taken away from his family by a force he refers to as 'them' when he was very young, armed only with the oddest advice from his mother.
