I decreed my 'twin' into my life in 1990. She turned out to be a Doctor of Psychology who was the only woman with access to all California prisons. She developed a program to greatly reduce returning criminals on her own. It had an over 50% improvement during a fifteen year period. The bureaucracy was threatened by the possibility that they did not need to waste billions of dollars and the associated lining of pockets. They threatened and then bought her off.
