This 4th edition adds insight on the Iraq War and gives some encouragement to Americans about what an American citizen can do to change our world. In addition it is a proposal which argues that an expanded and proper role of American citizenship is the most effective way to promote democracy. The power of the active citizen in civil society counters the power of government even in the foreign policy arena. It is the power of the active and educated American citizen that will spread democracy throughtout the world, not war.
