The Declaration of Independence was primarily written by Thomas Jefferson and was adopted by the Second Continental Congress on July 4, 1776 in Philadelphia, Pennsylvania. It is a formal explanation of why the Second Continental Congress voted on July 2, 1776 to declare independence from Great Britain.
