A vivid look at the underbelly of London in 1907. As London reached its peek in international power and prestige, underneath a large element of society remained totally disenfranchised. This is a study into the poor and the criminal. The manner in which they coped with their poverty and the networks, criminal or otherwise, that enabled them to survive.
It does not appear to matter when studies like this are made. The Howard Society, (now The Howard League for Penal Reform), as every other reform society is finding, the causes and answers remain the same and are widely known.
