Book 6 — Attention & Load examines a neglected but decisive limit in human systems: attention capacity. Many failures blamed on intelligence, training, or motivation arise instead from overload. When systems demand more attention than humans can reliably supply, errors compound, consent degrades, and coercion quietly replaces choice. This book reframes attention as a finite safety resource, not a personal virtue. Cognitive effort, emotional strain, sensory noise, and moral responsibility all consume from the same limited budget. When total load exceeds capacity, accuracy collapses, tunnel vision appears, and decisive behavior is mistaken for competence. Book 6 names this failure mode directly and treats it as a design problem rather than an individual flaw. Across fifty pages, the book introduces load-aware system design. It defines clear load categories, simple additive models, conservative capacity estimation, and hard stop rules. Tasks are admitted only when remaining capacity allows. Recovery is treated as mandatory, not optional. Alerts, dashboards, multitasking, and constant context switching are shown to increase risk rather than reduce it. Quiet, batching, queues, and deferral are framed as safety features. A central concern is fairness. Load is rarely shared evenly. Those with less power often carry more monitoring, vigilance, and justification, while authority concentrates moral and responsibility load. Book 6 treats unequal load distribution as a structural hazard and forbids systems that rely on exceptional individuals to absorb chronic overload. Automation is addressed without optimism or rejection. While machines may reduce cognitive effort, they often increase monitoring burden, moral weight, and recovery cost after failure. Automation is admissible only when it reduces total load rather than shifting it. The final sections formalize attention safety through axioms, state definitions, admission rules, decay models, audit signals, and a single invariant that propagates throughout the Atlas. Book 6 reinforces Evidence Gates (Book 3), Time Discipline (Book 4), and the Health Chair (Book 5), ensuring that no decision proceeds when attention is already saturated. Book 6 does not ask people to focus harder. It asks systems to demand less than humans can safely give. In the Atlas, overload is not a challenge to overcome. It is a boundary to respect.
