When it was deemed necessary, economical, smart, or convenient, comics in the Golden Age would turn on a dime. One month a title would be funny animals frolicking in the forest, and next month the same book would be scantily clad jungle women. HEADLINE COMICS, for the first 22 issues, was a typical Golden Age mixed-bag of adventure for boys and humor... but the readers were growing and changing, and the new popular subject was CRIME! That's what America wanted to read about, the daring criminals and mobsters along with their beautiful but dangerous molls. SO, to save some second-class postage fees and simplify the accounting, with issue #23 HEADLINE COMICS displayed the motto, “Crime NEVER Pays” and began a long run featuring both the bad guys and the good (the motto would change to “True Police and FBI Cases”) for nearly 50 issues!
