Every state will set up its own Ai network; each will have their own Ai superhero group. To make it simple, states will have this framework: "state + AI" name. Each state will be responsible their own artificial intelligence, in terms of research and development and protection of their territory against hostile forces. The central headquarters will be based in Colorado where we oversee our entire operations to help ensure the equal distribution of Ai resources throughout the nation. Yearly, these states will then compete with each other in a wide array of competitions (mock combat) in both the real world and the virtual world (or both) to gain federal funding. This will help ensure forward progress in the field of AI and robotic technology, enabling the United States to always keep abreast of advance cutting edge technology, and to stay one step ahead of any opponent. In order to ensure our national security, as well as our principals, we can’t afford to be second best in an era of super artificial intelligence. Might I add, success in this endeavor will bring the United States incredible wealth and power. In order to maintain our competitiveness in a global AI market, we need to implement these measures, no matter the costs.
