“TRAINED or TRAPPED?” is not a slogan.  It is a question that emerged—not from ideology, not from activism—but from public records. This book was not conceived in a classroom, a newsroom, or a conference hall.  It was born while navigating government portals, reading dashboards, analyzing stipend disbursement trails, examining shift rosters, and reconciling what the law promises with what the system delivers.  India’s apprenticeship framework was designed with a noble objective to bridge education and employment, to impart skills, and to prepare young people for dignified work. On paper, the law is progressive. Policy language is inspiring. The schemes are generously funded.  Yet, when one follows the data—month by month, apprentice by apprentice, shift by shift— a disturbing pattern begins to surface. Apprentices appear not merely as learners, but as rotational manpower. Stipends behave not like educational support, but like attendance-linked wages. Training contracts exist, yet trainers are often invisible. Government subsidies flow, while genuine skill formation remains elusive.  This book does not rely on whistleblowers. It does not depend on leaked documents. It does not rest on anecdotal suffering alone. Every assertion in this book is grounded in public disclosure. Government dashboard, Official apprenticeship portals, DBT (Direct Benefit Transfer) records, Contract metadata, Shift rosters and attendance patterns. The story told here is assembled from the system’s own disclosures. The purpose of this book is not to vilify apprenticeship. Nor is it to deny the importance of training. Its purpose is to restore meaning to apprenticeship by exposing how, in practice, it has drifted—sometimes subtly, sometimes blatantly towards labour substitution. This is not an anti-employer book. It is not an anti-government book. It is a pro-law, pro-worker, and pro-training book.
