The book introduces a small set of practical primitives—signal, error, gain, loop, delay, damping, saturation, and shutdown—and explains how each can be used without authority. It formalizes key limits: the null action must always remain available, intervention must be reversible, exits must never disappear, and shutdown is a valid control action, not a failure.
