A syllabus should begin with an analysis of needs, based on the description of the purposes of the learners, proceeds to specify the aims and objectives of the course, outlines the content, suggests materials for classroom implementation and finally sets forth a procedure of evaluation. Any course thus begins with a set of objectives, leading to materials, leading to testing, the results of which indicate whether the objective has been fulfilled
